OKEECHOBEE — On Tuesday, Oct. 21, Kelly Parker was arrested and charged with resisting an officer with violence and two counts of battery on a law enforcement officer.
At approximately 9 p.m. on Oct. 21, OCSO Deputies Chagnon and Lowe responded to a call in regards to suspicious incident on Southeast 28th Street.
Upon arrival they discovered a vehicle parked on the south side of the east bound lane with its hazard lights flashing. As the deputies approached the vehicle, they noticed a female lying in the ditch with her pants partially removed. The female, later identified as 42-year-old Kelly Parker was unresponsive but appeared to be breathing. Deputy Chagnon administered a Narcan cartridge to Kelly’s right nostril that did not prompt any change in her condition. Deputy Lowe later administered a second Narcan cartridge to her left nostril and this also had no effect on Kelly’s condition.
Okeechobee County Fire Rescue arrived on scene and transported Kelly to Raulerson Hospital for treatment.
Then at approximately 9:30 p.m. that same night, Deputies Wright and Benjamin were dispatched to Raulerson Hospital, 1796 US 441 N., because Kelly Parker had reportedly removed her IV and fled the hospital and there was a concern for her safety due to the condition in which she was found earlier.
The deputies searched the area and were able to locate Parker sitting on the bridge near the 1700 block of US 441 North. When they made contact Parker yelled “F— you!” and took off running. They were able to locate her again laying in a grassy area nearby. The deputies ordered Kelly not to move but once they made contact she began to resist and refused to put her hands behind her back.
According to the arrest affidavit, Parker attempted to stand up, at which time she kicked her left leg striking Deputy Wright in the right hip area causing the deputy to fall back.
Finally, they were able to restrain Parker and place her in the back of the patrol vehicle and transport her to the Okeechobee County Jail. Once inside the jail sallyport Deputy Perez came out to assist Deputy Benjamin with getting Parker out of the vehicle and inside. While doing so, Parker turned and bit Deputy Perez on his right arm.
At that time Kelly Parker was placed under arrest and charged with resisting an officer with violence and two counts of battery on a law enforcement officer for biting Deputy Perez and kicking Deputy Wright.
Bond was set at $11,000.
