OKEECHOBEE — During a recent meeting of the Okeechobee City Council, Mayor Dowling Watford offered a reward for a photograph of W.E. Holmes. He is the only former mayor not pictured on the "Wall of Fame" in council chambers.

W.E. Holmes was elected to the city council in the Dec. 7, 1915, election. This was the first election held for city council members. 

His term began on January 3, 1916. 

Holmes was also appointed as president of the council on Jan. 3, 1916. At that time, there were five members on the council, and together they appointed one of their own as president. The mayor was elected separately.

On April 18, 1916, Holmes was sworn in as Mayor to fill the vacancy after Peter Raulerson resigned as of that same date.

Holmes resigned at the January 9, 1917, meeting.

He's not mentioned again in any of the city records, and there are no known photographs of him.
