OKEECHOBEE — City administrator Gary Ritter had his annual evaluation last week and on a scale of 1-5, he received a 4.98 which was rounded up to 5.0 by everyone but the mayor, who said, “as Carl T. Durrance always said, ‘Nobody is perfect.’”
